CLELState Representative Clel Baudler believes it is unlikely that Governor Terry Branstad will call a special election, bringing state legislators back to Des Moines to work on school funding. Despite the Governor’s vetoes of $56 million in one-time education funding and a deal to keep mental health facilities in Clarinda and Mount Pleasant open, Baudler doesn’t think the school funding issue will be solved this year and says colleagues have already stopped discussing the mental health facilities. “I think a special session is not going to happen, ever. Not with how things are lined up. In saying that, I’m still hearing about the education funding that was vetoed, not about Clarinda or Mount Pleasant.”

A special session could also be forced if two-thirds of the members in each legislative chamber support the calling measure. With very little bipartisan support, Baudler believes that method is unlikely to happen as well.
