The Greene County Board of Supervisors met on Monday in regular session.

During reports, County Attorney Thomas Laehn addressed the Board on a couple of topics. He announced that Assistant County Attorney Laura Snider is running for an Iowa Representative seat. The Board also agreed to allow Snider to step down from serving on the animal shelter board. Laehn also mentioned that his office has 79 pending criminal cases. 

County Environmental and Zoning Administrator Chuck Wenthold said that the Iowa Utilities Board had rejected Summit Carbon Solutions initial proposal for informational meetings in 23 counties, where new routes were being planned. He noted that the IUB wanted alternative dates to be scheduled as well. 

County Engineer Wade Weiss reported that the Snake Creek bridge replacement project, north of Rippey, was to begin next Monday and last for about 6-7 weeks. He also mentioned that the road resurfacing project in Dawson would start later this year as well, in conjunction with Dallas County. 

The Board then tabled the first reading to amend the solar energy ordinance. The decision to table was from the recommendation by Laehn because he felt there needed to be a public hearing first before the Board could consider the first reading. 

Finally, the Board held a discussion about establishing an open meeting policy. Laehn presented the initial draft. The Board agreed with Laehn on most of his recommendations. Some of those included that if there is a vote, only the Supervisors that were in person during a meeting could vote, while the Supervisors that were calling in could give their comments, but couldn’t vote. The Board also agreed to only allow members of the public to speak if they were in person and would be limited to three minutes in most circumstances. Another item the Board is looking into is when notice of their meetings are made. There was no action taken by the Board, as Laehn said he would bring a finalized version of the policy to a future meeting.
