The Guthrie County Board of Supervisors met in regular session Tuesday.

The Board approved a counterproposal for the R&S Waste Systems contract, asking that the county be charged a flat rate subject to price fluctuations at the transfer station, and approved the contract with Cost Advisory Services. The group looks back over financials to see if there were any missed revenues, and Supervisor Mike Dickson mentioned that since he has been a member of the Board they have always found more in missed revenue than their fee per their contract.

The Board tabled the update with Sheriff Marty Arganbright for next week’s meeting, and heard an update from County Engineer Josh Sebern on some debris build up at Fansler Bridge. He stated that early on in the spring, ice flows caused the build up, and as the ice melted, sticks and other items became stuck, but that there’s no threat of structural damage. He added that if the county gets a good heavy rain it should wash the debris away.

The Board then held a public hearing for the fiscal year 2023 budget amendment two, which added funds in revenues, to the Secondary Roads Department, and the Sheriff’s Office. After the public hearing, the amendment was adopted.

The Board then discussed a resolution pertaining to appropriations for the budget amendment. Supervisor Dickson wanted to withhold the appropriations for the sheriff’s office, as they are the only department that hasn’t signed the new Guthrie County Employee Handbook, and the motion failed in a 2-3 vote with Dickson and Supervisor JD Kuster voting yes, and Supervisors Brian Johnson, Steve Smith and Maggie Armstrong voting no. The no votes were cast with the reasoning that the funds had been promised to the sheriff’s department, and there were other ways to have them sign the handbook. It was then approved to allow all appropriations in a 3-2 split vote, with Supervisors Dickson and Kuster voting no, because they believed that the sheriff’s office should sign the handbook.
