The Jefferson City Council met Tuesday in regular session.
The meeting started with a public hearing on the plans, specifications, form of contract and cost estimate for a 100-foot by 100-foot hangar at the municipal airport. When no public comments were made, the Council then approved a resolution on the same measure. Next, they awarded the contract to Jensen Builders for $1,190,028 for the base bid and including two alternates if grant funding is approved through the Iowa Department of Transportation. About $900,000 would come from federal funds and the rest would be a local match, possibly either through the airport commission’s funds or leasing the hangar.
The Council then approved closing the parking area on the west side of Wilson Avenue from State Street to Lincoln Way and the south side of State Street from Wilson Avenue to Chestnut Street for an event on May 19th from 3-7pm and allowing two food trucks to be located on the south side of State Street. Additionally, the Council approved hiring Jeanette Carhill as a part-time animal shelter custodian for $12 per hour.
The Council also approved one pay estimate and two change orders. Those included a $1,022,619 second pay estimate to Shank Constructors, as well as a $185,359 first change order for the wastewater treatment plant improvement project, and a third change order of $1,735 to Jensen Builders to add an additional water line to the animal shelter.
Then as part of the process to use the Community Development Block Grant for an upper story housing project at The Centennial, the Council approved the certificate of compliance for CDBG procurement, the acknowledgement of an environmental review, and authorizing Roxanne Gorsuch with the city to be the alternate signator if the mayor is unavailable.
Finally, the Council approved three forgivable loans to Corner View Properties of ReMAX Legacy and Midwest Behavioral Health for $150,000, the Jefferson VFW Hall for $80,000 and Meythaler Photography for $75,000, using tax increment financing.
