The Greene County Board of Supervisors met Monday in regular session.

The majority of the meeting was on a continued discussion regarding updates to the courthouse building and grounds policy. About five people opposed the proposal of continuing an existing county policy to not allow any animals, except for service animals, to be on the courthouse grounds or inside the courthouse. Another portion of the policy was addressed by Bell Tower Community Foundation President Carole Custer and board member Peg Raney. Custer was concerned with any potential changes on rental fees and who would handle rental applications for the Mahanay Memorial Carillon Tower. 

Following the lengthy discussions, the Board decided to table action on the updated policy for further review of what types of animals the Board would consider to be allowed on the courthouse grounds and limited access to the courthouse to only service animals. They also wanted to state in the policy about a 28E agreement that would be created between the Supervisors and the Bell Tower Community Foundation. The Board was insistent that there would be no changes to what the community foundation is currently doing, but that for legal reasons, a 28E agreement would need to exist. 

The Board also tabled their decision on a new contract and community service option with Boone and Greene County Probation Services, pending review by County Attorney Thomas Laehn.

The Board also approved an engagement letter with S&P Global for a credit rating for the $3.3 million essential purpose bond capital loan notes for the communication tower project and a commitment of $5,000 per year for three years of Louis Dreyfus funding to the Highway 144 Corridor Housing Initiative. They also heard the first two 2024 fiscal year funding requests including $24,000 by the Greene County Fair Board and $95,940 from the Greene County Libraries Association. The Board took no action as they consider all funding requests during budget discussions through February of 2023.
