The Greene County Board of Supervisors met on Tuesday.

The Board spent a majority of the time about a financial discussion regarding the E-911 essential purpose bonding for a new communication tower. This is due to the inability for law enforcement and first responders not being able to communicate with each other on the new statewide radio system. Northland Securities Director Heidi Kuhl talked about a potential timeline for the $3,227,910 project. This would include December 19th for a bond rating hearing, along with locking in interest rates in January and bond proceeds to be received around February. They also talked about an 8, 10, 12 and 15 year bond payback timeline. One example that was presented was a ten year bond with a property tax impact of $0.455 per $1,000 of property valuation. No formal action was taken following the discussion.

The Board also talked about the jail bond referendum. The vote failed to pass by a super majority of 60-percent, it was 57-percent. They need to wait at least six months before another vote can happen and the earliest possible date was next September.

The Board also heard an update from Jefferson City Administrator Mike Palmer. He talked about bid openings for a sewer lining and sewer plant improvement projects, the animal shelter was supposed to be substantially completed this week, and the animal shelter committee will establish a board to manage and create policies for the new facility.

The Board also approved changing Shane Allen’s title from sergeant to captain with the sheriff’s office to better align with his current responsibilities. They also canvass the votes from last week’s election, with no changes made to any of the outcomes.
