The Perry City Council met Monday night in regular session.

The meeting started with Mayor John Andorf proclaiming October 20th as Lights On After School on behalf of the Perry’s Academic Cultural and Enrichment Services (PACES) challenging everyone to provide a safe place for children where the lights are on after school on October 20th.

The Council then held the first of two public hearings on a Community Development Block Grant (CDBG) for upper story housing conversion project at 1306 2nd Street through the Iowa Economic Development Authority (IEDA). Region XII Council of Governments is working with Nudgers to renovate three one-bedroom apartments for those individuals or families that are at or below 80-percent of the are medium income and the grant would be for $536,467 if approved. The Council approved a resolution for the application following the hearing and they approved Region XII as the grant administrator for services for $25,000.

The other public hearing was for another CDBG through the IEDA for a Comprehensive Neighborhood Revitalization Planning Grant. The grant funds would be targeted for properties in the southern portion of town and the application is due by October 30th. 

The Council then approved the seventh pay application of $34,450 to Wenthold Excavating for phase one of the relocation of the airport runway extension project and the 16th pay application of $1,679,597 to Woodruff Construction for the wastewater treatment plant improvement project. They also approved the first change order of a net decrease of $6,800 for reduction in the distance for a crack sealing project, the first pay request of $40,749 to Parking Lot Specialities for the same crack sealing project, and the statement of completion and final acceptance of the project was also approved. 

Next, the Council approved five parcels for voluntary annexation into the city based on certifying the population from the previous federal census. The Council also approved a $36,658 quote from Accujet to do routine cleaning of the sanitary and collection systems, a resolution for a site plan for the Bluejay Market to build a second structure to be used as a commercial flex space, and the second reading to amend a zoning ordinance for Perry Economic Development’s Industrial Park to change the property from agriculture to light industrial. The Council then waived the third required reading for final adoption.
