The Adel City Council convened Tuesday evening in regular session.
It began with a proclamation for Historic Preservation Month. There were then three public hearings, with the first involving water, sanitary sewer, and storm water rate increases. The hearing brought many from the community to the meeting, most asking to move to a volumetric system rather than their current flat rate system. Following the hearing, the Council approved the transition to volumetric by a vote of 3-2, which will go into effect September 1st. They also approved carrying over the current fiscal year’s rates until that date. The second hearing was regarding sewer connection fees for the east annex district, and the third was on budget amendments for the current fiscal year. Following those hearings, the Council approved resolutions for each. After that they got reports from Adel Partners Chamber of Commerce Director Deb Bengtson, City Administrator Anthony Brown, and Parks and Recreation Director Nick Schenck regarding various aspects of the coronavirus impact on Adel.
In new business, the Council approved the review of the City’s wastewater treatment plant project, including interim financing bids, declaring the bid from CoBank as acceptable, and moving forward with the stated bid. Next, they declined a request for voluntary severing of territory, or de-annex, for a property owner on the south side of the City. They then held discussion but took no action on a wireless internet lease proposal and an update on the Greater Dallas County Development Alliance. Finally, the Council approved fiscal year 2020 budget transfers and a 28E agreement to join the Safety Group Central Iowa South.
