The Greene County Board of Supervisors met Monday in regular session.
During open forum, Sheriff Jack Williams talked about the 28E agreement to provide dispatching services for the City of Jefferson. He reminded the Board about serving the City a notice of intent to terminate the current agreement. As per the agreement, if either the County or City wants to renegotiate the amount of money for the County to continue providing dispatch services, notification must be given before January 1st of the following calendar year. Otherwise it will be automatically renewed by the start of the following fiscal year. The current agreement is for $25,000. County Attorney Thomas Laehn recommended the Board decide on the baseline amount for dispatch services and the mechanism for incremental increases. The Board advised Laehn to push forward with the notice of termination.
Next, the Board approved Midwest Vertical’s quote of $25,800 to remove all caulking and reseal the windows of the Mahanay Memorial Carillon Tower’s observation deck. The quote also allows for inspection of the vertical panels of windows and make any necessary repairs.
Finally, the Board held a discussion with Northland Securities for services. It was mentioned that there was a communication error between the entities involved with setting up tax increment financing (TIF) funds from the wind turbines and issuing bonds for projects. The Board hired Ahlers and Cooney as the attorney, Northland Securities as the underwriter for the bond selling process and D.A. Davidson as the municipal advisor to give bond pricing opinions. However, there was a communication error as to which entity was the underwriter and the municipal advisor. Following the discussion, the Board agreed to continue with each entity in their current capacity. A public hearing will be held next week about a proposal to issue up to $5.5 million of TIF funds for the construction of the career academy.
