The Jefferson City Council met Tuesday in regular session.

The Council approved hiring Nathan Kral as the parks and recreation assistant director and they approved the Greene County Development Corporation quarterly funding request. Additionally, the Council approved a general services agreement with Bolton and Menk. The engineering firm will charge a discount rate of $85 per hour, up to 20 hours per month, for general engineering services. The Council also approved Bolton and Menk for engineering agreements for two proposed projects. They approved a walking path project for the East Lincolnway Corridor for services not to exceed $100,800. The other project includes two walking paths, one for Greenewood Road and the other along Central Avenue to the new high school and career academy for the Greene County School District. Those two projects are for services not to exceed $93,400.

Next the Council approved a consent order with the Environmental Protection Agency. Two years ago, there was some turnover at the wastewater treatment plant, and the facility itself had gone over 1-million gallon threshold, which required additional reporting to be done. That didn’t happen and the EPA discussed the issue with City officials and they came to an agreement that the City will pay a $13,900 penalty. 

An animal control discussion then took place. Council member Matt Gordon brought the issue up because of a situation where a citizen was bitten by a cat. The animal didn’t have an owner and was tested for rabies, which came back negative. Following the discussion, no solution or action was taken by the Council. The Council also reviewed the 2019 fiscal year revenue and expense report and heard an update from Jefferson Matters: Main Street.
