The Perry City Council convened Monday evening in regular session.
The meeting began with open forum, during which Linda Wunsch with the Greater Dallas County Development Alliance gave a yearly update on their progress and how Perry fits it with it. She also added that the Alliance will be raising the cost to participate by $.25 per capita over the next four years. Next, there was a public hearing regarding the City entering into a loan and disbursement agreement in the amount of $870,000, which will be used for paying the costs of planning and design for the improvements to the sanitary sewer plant. No one spoke against it, so following the hearing the Council approved a resolution to take action on the loan and disbursement agreement with the Iowa Finance Authority.
Also in old business, they approved two pay requests. The first was to Fahrner Asphalt Sealers in the amount of $1,593.82 for release of retainage on the crack sealing project, and the second was to Elder Corporation for $9,744.45 on the Willis Avenue Bridge replacement. In new business, the Council approved an application from the Perry Alano Club for a $5,000 revolving urban renewal loan, which will be used for plumbing and boring work on their building located on Lucinda Street. They also approved the fiscal year 2020 five-year airport capital improvement program as required by the Federal Aviation Administration, as well as a professional engineering service agreement with Bolton and Menk for their work on the new airport hangar project.
Other items that were approved included: certifying the City’s Tax Increment Financing (TIF) debt to the Dallas County Auditor’s Office; accepting the fiscal year 2018 annual report; approving the per capita contribution to the Dallas County Local Housing Trust Fund; and the submission of an application for the Assistance to Firefighters Grant from the Department of Homeland Security. Finally, the Council approved the second and third readings of an ordinance amending the City’s flood plain map.
