Dallas County is in the midst of reworking a 15-year-old 28E agreement with the City of Dallas Center for sewer services.
Operations Director Rob Tietz told the Board of Supervisors at a recent meeting that the County began the agreement in 2003 in order to supply the County Farm with sewer services. Through the agreement, the County agreed to pay the City $10,000 a year minimum for their usage. However, it recently became clear that even after the Human Services Campus and Secondary Roads Central Maintenance Facility were also added to the agreement under the same terms, the County was nowhere close to using $10,000-worth of water.
The original 28E agreement was scheduled to renew this year, so Tietz took the opportunity to renegotiate the terms. A tentative agreement was struck where instead of paying a flat minimum amount, the County would instead be treated as one of Dallas Center’s commercial users. Both parties would still need to sign off on a new 28E agreement, but Tietz feels confident they can find terms that will work for both of them. One of the Supervisors will attend the next Dallas Center City Council meeting to participate in the conversation, and an official decision should be presented to the rest of the Board following that.
