Dallas Co Supervisors 10-17

The Dallas County Board of Supervisors convened Tuesday morning in regular session.

The meeting started with discussions with the Human Resources Department. The Board had issues with hiring procedures used recently by the Public Health Department, which they felt conflicted with the County’s hiring practices. At 9:30 they held a public hearing regarding an amendment to the 2018 fiscal year budget, to roll forward unused funds from the previous budget. Hearing no objections, the Supervisors approved the amendment. Next, Supervisor Chair Kim Chapman reported he had learned Dallas County recently had a change in its Moody’s credit rating. The County was previously rated as AA1, but jumped to a AAA rating, the highest score possible. Dallas joins Polk as the only two counties in Iowa with AAA ratings.

The Board then approved several resolutions, including: the acceptance of a proposal to purchase $1.5 million in general obligation refunding capital loan notes; two agreements with the Department of Transportation for improvements to County Road F-25; an agreement with Frontier Communications to replace the County’s phone system; a property tax suspension; and transferring $1 million in unused funds from the general basic fund to the capital fund. Finally, the Board held the first reading of an ordinance for pioneer cemeteries. They approved the ordinance on first reading and will have the second reading at the November 14th meeting during a public hearing.
