The Greene County Board of Supervisors met Monday in regular session.
Several comments were made during the public hearing on the proposed Felix Finisher Farm Site in section 19 of Bristol Township. The owner of the hog site is Granite Farms IV of Iowa Falls for Iowa Select. The concerns with those who spoke in opposition to the hog confinement include air and water quality, drainage, home and business devaluation and out-of-state corporation having out-of-county tenants. Iowa Select representatives addressed the concerns and said Iowa Select is proud to be in Greene County and follows the rules of the master matrix from the Iowa Department of Natural Resources.
Following the public hearing and the comments against the project, the Supervisors voted 4 to 1 for the DNR to disapprove the construction of the hog confinement. The Supervisors can only vote to disallow construction, but the DNR has the final decision whether or not to allow for hog confinement expansions in the state. The minimum master matrix score required by the DNR is 440 and the Felix Finisher Farm Site had a score of 460.
The Board then approved the completion report and pay estimates for work done in drainage district 150 with Carroll County, the County Recorder’s report of fees for July as presented, re-appointed Sandy Miner to the Region XII Regional Authority Board of Directors, an application for property tax abatement through the down-payment assistance program, a satisfaction of mortgage document for 505 West State Street in Jefferson as presented and cost estimate sharing with the City of Jefferson of up to one half of $3,000 for the new animal shelter with Waggoner and Wineinger Architects.
The Board also set August 22nd for public hearings on two more hog confinements. One project is in section 28 of Highland Township at 9am for Mitch and Jill Stream and the other one is in section 23 of Bristol Township at 9:30am for Travis and Lynn Hardin.
