The Stuart City Council met in regular session Monday night.

The Council approved allowing the cub scouts and boy scouts to sell unprocessed concessions (already prepared, as in individually wrapped like candy bars, bags of chips, and bottled drinks, etc.) at the city sports complex as a way of fundraising, a new monument for veterans at the cemetery, and the 2025 Stuart Fire Department officers. They also heard from Steve James and Greg Irving on maintenance of a platted street on 818 North Main Street, and will consider a solution to be presented at the regular May meeting.

The Council then heard of a nuisance violation, in which the resident listed a few reasons she had not been able to work on some of the things listed due to a couple of accidents. The code enforcement officer was in attendance, and stated that he had driven by the residence before the meeting, and with the progress that has been made since the resident has been able to work on some of the items, the nuisance was dropped.

The Council also approved the fiscal year 2023-24 city audit, entered into a general obligation insurance funding loan agreement, and tabled long term refinancing for the Wambold Phase Three project until a special meeting could be held April 28th. They then approved the sixth pay estimate to Visu-Sewer for the 2023 Sanitary Sewer project for $40,081.78, the sixth pay estimate for street lighting in the 2023 Wambold 3rd Addition for $7,216.54, and hearing an update from Stuart Economic Development Director Matt Funk on possibly using the Iowa Economic Development Authority’s Quest Site Solution program.

The Council also approved the first reading of the 2025-26 proposed city budget, before waiving the second and third readings and adopting the budget, and appointed Andrew Horton to the Utilities Board.
