The Greene County Board of Supervisors met on Tuesday, due to the Veterans Day holiday on Monday.
During open forum, County Zoning Official Chuck Wenthold said Summit Carbon Solutions is planning to reapply for its permit in South Dakota, due to a ballot measure that was repealed in South Dakota for regulating pipelines, including carbon dioxide pipelines.
County Attorney Thomas Laehn updated the Board about Bremer County was going to send a letter to Summit that the company needed to abide by their county’s ordinances pertaining to their proposed pipeline project. The Board agreed to do the same thing and directed Laehn to draft a similar letter to send to Summit about their zoning ordinances and obtaining a conditional use permit with the County Adjustment Board.
Laehn also spoke about the possible dissolution of the Greene County Recycling Agency. He mentioned that the entity was no longer fulfilling its original agreement that was with Genesis Development for recycling. Laehn agreed to prepare the document for the entity to dissolve. Jefferson City Administrator Scott Peterson added that there would be no changes to how recycling is being done within city limits or in the outlying communities.
Peterson finished his update with the Public Works Department is going to clean out the city drainage title that is in the Greene County Fairgrounds area to help improve the overall drainage issues.
The next item on the agenda was with Tori Riley and wanting to make possible changes to the music that is being played on the Mahanay Memorial Carillon Tower. She said in the meeting that the matter had been taken care of and there was nothing further to discuss. Then, the Board approved a resolution to transfer $61,242.50 from the tax increment financing (TIF) funds to Debt Service on December 1st as part of the career academy payment. They also approved to disallow about 50 Homestead and Military housing credits, and tabled the final two items, which were changing the bid documents for the HVAC project to include the roof replacement as an alternate and selecting a commissioning agent for the project. Board Chair John Muir noted that due to the ballot measure failing to pass in last week’s election to change the revenue purpose statement for the Local Option Sales and Services Tax, that was key to fulfilling those items.
The meeting was then recessed until 2pm when the canvass of votes took place for the General Election that was held last week. No changes were made from the unofficial results of the election that were now made official after the canvass.
