The Greene County Board of Supervisors met Monday in regular session.
The Board approved the tax increment financing (TIF) Annual Urban Renewal report as presented. Then following a discussion, the Board approved two resolutions, including calling for a special election on the question to change the use of the Local Option Sales and Services Tax (LOSST) Revenue Purpose Statement to include “100-percent of any lawful purpose.” The Board is looking to utilize LOSST funds toward the over $3 million HVAC project for the Greene County Courthouse. The Board also approved another resolution for the special election on the imposition of LOSST within the unincorporated portions of the county. The Board also chose to not have a sunset with changing the purpose statement.
The Board talked about the HVAC project and using $1.8 million from the federal government’s American Rescue Plan Act (APRA) funds and that LOSST would be used as the other funding source for the project to pay for a loan with the general obligation bonds instead of increasing property taxes.
The earliest date for the special election would be March 5, 2024. The final item the Board approved was an engagement letter with Northland Securities as the underwriter with the issuance of general obligation bonds to finance the HVAC project, should the revenue purpose statement get a simple majority approval. It was mentioned that the Jefferson City Council would have to consider approving the special election because at least 50 percent of the county’s population must be included, even though it is a vote for those that live in the rural area.
