The Guthrie County Board of Supervisors met in regular session Tuesday.

The Board heard department head updates from Health Services Director Jotham Arber and Facilities Manager Brandon Thompson. In Arber’s report, he discussed the 28E agreements that were in place between the Environmental Health Department and Adair, Audubon and Cass Counties. After looking back on previous agreements, the new ones were updated to adjust for inflation. Each of the other three counties will be billed $15,000 annually for access to services provided by Guthrie County Environmental Health, and for each service that is utilized, there is an hourly charge of $48.30. Arber also mentioned that they would be switching from a quarterly billing method to a monthly one. Each 28E agreement was approved individually to have all three on official records.

In Thompson’s update, he let the Board know about the different things that he and his workers were getting done and preparing for, including some repairs at the transfer station, preparing the boilers for inspection in August, working on state permits for elevators, and removing decals from several vehicles to prepare them for auction in the fall.

The Board then approved resolutions pertaining to Guthrie County salaries and wages effective July 1, 2023, and authorizing the County Auditor to issue payroll checks without prior approval per Iowa Code, authorizing the periodic transfer of funds from the Guthrie County General Supplemental Fund to the Adair/Guthrie County Emergency Management Commision Fund, and authorizing the periodic transfer of funds from the Guthrie County Rural Services Fund to the Guthrie County Secondary Roads Fund.

The Board also discussed fireworks permits, and the process that residents can go through to get permits through the county. Supervisor Maggie Armstrong told the rest of the Board that after some research, she found that the state of Iowa allows consumer fireworks sales and displays starting June 1st, and going through July 4th or 5th. After some continued discussion, the Board made the decision to look into the old resolution mentioned in the permit process, and see if it needed to be updated, or dissolved so that a new resolution could be made.
