The Greene County Board of Supervisors met Thursday.

During reports, County Environmental and Zoning Administrator Chuck Wenthold said NationalGrid Renewables is applying for the county conditional use permit, which is currently being reviewed.

The Board then heard a presentation update from Summit Carbon Solutions for a proposed underground carbon dioxide pipeline to store liquid carbon dioxide in an underground facility in North Dakota. Iowa Project Manager Kylie Lang reminded the Board that the intent with this five state wide project is to lower carbon emissions for the 32 ethanol plants so that ethanol continues to be competitive in the market. 

Lang said about 66-percent of landowner easements have been acquired in Iowa, including 91-percent of easements in Greene County. She mentioned that three landowners in the county are left to negotiate with. About $2.2 million have been paid to the Greene County landowners for their easements, which can be kept by the landowners even if the project doesn’t happen. Lang noted that the $4.5 billion system wide project could start construction as early as the end of this year. A public hearing has yet to be scheduled by the Iowa Utilities Board, which is the entity that is responsible for issuing the permit Summit would need and then they can apply for county specific conditional use permits.

The Board also approved a pre-construction agreement with the Iowa Department of Transportation for a resurfacing project on Highway 30 from Highway 25 to Highway 4 as presented. The meeting finished in a budget workshop.
