The Guthrie County Board of Supervisors met in regular session Tuesday.
The Board amended minutes from the previous meeting, to fix a few errors. The amendment was approved 3-2, and the motion to adopt the amendment was approved by the same count. The two no votes were JD Kuster and Mike Dickson, as Dickson had a segment he wished to be included, which included a dialogue between him and Board Chair Brian Johnson, but some of Dickson’s statements were left out.
The Board then went into closed session to discuss the law enforcement center project with legal counsel. When the session reopened, they approved a change order to the windows of the law enforcement center, based on counsel advice. The Board then discussed some documents that were signed by Chair Johnson, before the Board had been able to discuss them for approval. One was Payment 24 for the Samuels Group, which was approved by the Board during the meeting.
Johnson also signed off on two other payments for Samuels Group and one other document pertaining to fixes on an exercise wall for the law enforcement center project, which had been signed the same morning as the meeting. A motion was made that going forward, all things pertaining to the law enforcement center project that need Board attention will be presented to the Board before approval, and that two signatures will be required before anything can be approved. The two signatures will come from Johnson and Dickson. The motion passed unanimously. Dickson also said that he would be bringing this issue to the State Auditor.
County Treasurer Brenda Campbell then gave an update, and the Board approved the two topics she talked about, including the County Semi-Annual Report. They then approved appointment of township officers as per Iowa Code 359. The original motion was amended to remove Orange Township, as Kuster had been unable to talk with the trustees and clerk yet. The new motion approved the clerks and trustees for Cass, Dodge, Highland, Penn, Stuart, Thompson and Victory Townships, and was passed in a 4-1 vote, with Dickson voting no.
After that, the Board heard an update on the EMS Advisory Council from Dickson. He said there was going to be a meeting on January 30th at 7pm in the Public Health building. He also said that he’d been in contact with the County Attorney to make sure how to conduct meetings legally. There is one representative that has not replied to Dickson, and he said that if she doesn’t reply by next week, they may need to look for a new person.
