Heidi Kohl (far right) with Northland Securities, talks about the upcoming bond project

The Greene County Board of Supervisors met Monday in regular session.

During open forum, the Supervisors mentioned that the courthouse building and grounds policy has been tabled to a future meeting and will not be dealt with for some time.

The Board then approved the preliminary official statement to sell $3.3 million of general obligation loan notes for a communication tower project. Northland Securities Director Heidi Kohl said the loan will be for ten years and the county has an “AA-” bond rating, which will help with interest rates. She mentioned that on January 12th, they will bid for interest rates and at the Supervisors January 16th meeting, they will lock in a rate. Then by late January/early February, the Supervisors can issue the bonds.

Next, the Board approved an updated contract with Boone and Greene County Probation Services for $21,134 for the adult probation program and $14,477 for the new adult and juvenile community services program. They also approved the County Treasurer’s investment policy as presented, and the assessed and taxable value of utility companies. The Board also heard several fiscal year 2024 funding requests that included Region XII Council of Governments for $48,244, along with an estimated $150 for transportation for residents; Greene County Development Corporation asked for $50,000, Greene County Public Health requested $300,000, Congregate Meals wanted $11,000, and The Children’s Center asked for $5,000. The Board took no action following any of the requests, as they consider them all during budgetary workshops.

Finally, the Board agreed to move forward with purchasing colored lights and the required equipment for the Mahanay Memorial Carillon Tower of about $14,000, with some of the expenses to be paid for by the Bell Tower Community Foundation, as well as the Supervisors.
