The Greene County Board of Supervisors met Monday in regular session.
During reports, County Engineer Wade Weiss had a discussion about the initial funds from tax increment financing that would be used on road projects. He mentioned County Road P-46, including the paved road between Dana and Spring Lake Park, along with other roads that the heavy equipment for the wind turbines were used on.
County Attorney Thomas Laehn reported on the update for the recodification process for the county’s code of ordinances. He specifically went over some proposed changes to the vicious animal ordinance. Laehn wanted to change the time frame from when an animal owner received notice of the decision for an animal to be deemed vicious for the ten day window the owner has to appeal the decision, with that clock to start from when the letter is sent rather than from when it was received by the owner. The Board agreed to move forward with that change.
The Board then voted 3-1 for four property tax abatement requests by the City of Jefferson. The abatements were for the animal shelter ($300), 205-207 East Perry Street (total of $60) and 307 North Wilson Avenue ($3,822). The lone no vote was Supervisor Tom Contner and Supervisor Pete Bardole was absent from the meeting. Contner thought the City should pay taxes on the property it owns and didn’t agree that the animal shelter should be tax exempt once it’s built.
Finally, the Board heard comments and recommendations from NationalGrid Renewables about the draft proposal for an utility-scale solar energy provision zoning ordinance. Permitting Specialist Marta Lasch had several recommendations, including eliminating the 1,000 acre maximum limit per project, changing the amount for setbacks. A few other residents made comments during the discussion. The Board decided to push back its moratorium two weeks from the sunset date of September 26th, with a possible final draft to be reviewed by the Board next week.
