The Stuart City Council met in regular session Monday night.

The Council approved the final pay estimate of $2,508 to Concrete Technologies for the All Saints Addition project. The Council then tabled approving the certificate of completion until the contractor completed the surface restoration work, which it was mentioned that the $71,000 portion of that project was held back until it was done. 

The Council also approved an amendment to an ordinance prohibiting parking on city access easement, including Lot 17 of Wambold Addition, which is a 30-foot easement. Additionally, the Council approved to amend another ordinance for the violation of restrictive covenants to platted property within the city as defined nuisances and subject to municipal enforcement as presented. The Council also approved the second reading and waived the third required reading for final adoption. 

The Council also approved an amendment to the city’s current fiscal year budget as presented, following a public hearing on the topic; along with approving a fundraiser for Cub Scouts Pack 167 to sell subscriptions to post U.S. flags on properties during holidays and on city-owned properties and approving June 11th and 12th as city-wide cleanup days. 

The Council approved two extensions for nuisance violations as the request of Ryan Morrison to remove several vehicles from 512 South Gaines Street in the next 30 days and allowing 60 additional days for concrete to be poured for a portion of the foundation at 420 North Sherman Street. They also approved a $420 payment to Outdoor Concepts for signage for the downtown pocket park, moving garbage pickup from alleyways to the street, a resolution authorizing an economic development grant agreement of $30,000 for All Saints Center and authorizing an internal advancement of those funds, with an expected agreement to be finalized at next month’s meeting. 

Finally, the Council approved to set a consultation hearing for the intent of the city to annex certain property as requested by All Saints Catholic Church and they agreed to form a committee consisting of council members and the local economic development organization to better advertise for the open economic development director position.
