The Perry City Council convened Tuesday morning for their annual end of fiscal year meeting.

For the first time since March the meeting was held in person, with all previous meetings having been conducted remotely due to COVID-19 concerns. The session began with two public hearings. The first was to review bids received for the renovation project at the Perry Public Library. With no objections, the Council approved the bid of $300,480 from Blue Ribbon Builders of Earlham. The second hearing was regarding the application for a community development block grant in the amount of $800,000 for water and sewer projects, which was also approved with no objections. Also in old business, they approved the second pay request of $203,867.79 from Des Moines Asphalt for the 2020 asphalt overlay project.

In new business, the Council approved a resolution authorizing the creation of a two-year pilot program to allow “parklets” and “streateries” to set up on 2nd Street between Otley Avenue and Bateman Street. That was followed by approval of the certificate of substantial completion with the Baker Group for the infrastructure improvements to the McCreary Community Building. Other items approved included: setting a public hearing for July 13th regarding a loan agreement for street improvements; authorizing FY20 operation transfers, debt payments, and emergency levies; and the appointment of Elizabeth Hix as City Clerk, replacing the retiring Paula Rychnovsky.
