Two Jamaica men were arrested for separate alleged incidents Wednesday.

Court documents show that at about 6:10 p.m. a Guthrie County Sheriff’s Deputy conducted a traffic stop for a vehicle with no license plates on 1st Avenue and Railway Street in Jamaica. The Deputy made contact with the defendant, 39-year-old Anthony Ray Owens and got the impression that Owens was under the influence. The deputy then obtained the vehicle documents and defendant’s driver’s license, and found him to be on parole for three controlled substance violations. When the deputy noticed the title transfer of the vehicle was only partially completed and asked Owens to check the VIN tag on the driver’s side door, Owens opened the door, slid down onto the driver’s seat and a glass methamphetamine pipe was observed on the driver’s side floorboard. The deputy performed field sobriety tests and observed signs of impairment. After Owens denied consent to search the vehicle he was placed under arrest and taken to the Sheriff’s Office where he admitted to using meth the day before. He is charged with possession of a controlled substance – third or subsequent offense, a class D felony.

The Sheriff’s Office later arrested 55-year-old Fredrick Milo Williams for stalking a person under the age of 18, a class D felony. Law enforcement had already been investigating a potential ongoing sexual relationship between Williams and a 14-year-old female. There were two incidents this week in which Williams was witnessed having approached the female in public and was confronted by others to leave. The victim told a deputy that she felt intimidated and was afraid of Williams, and after the deputy spoke to Williams at his residence he was taken into custody.
