The Greene County Board of Supervisors met Monday in regular session.

Following a continued public hearing from September 30th, the Board voted in favor to establish a new drainage district. The district will be located between Jefferson and Scranton, from the Union Pacific Railroad tracks, south to G Avenue and 240th Street. The estimated project cost is $400,000, which will be assessed to the 15 landowners in the district. Engineering firm Bolton and Menk is working on the bid documents. 

The Board also approved a tax increment financing (TIF) indebtedness certification report. The Board will request to use the estimated TIF amount that will be generated from 41 wind turbines of $137,200 to be used to pay on the $4.7 million general obligation loan for the career academy project. 

The Board then approved hiring Chris Bauer as an equipment III operator for the County Secondary Roads Department. County Engineer Wade Weiss mentioned Bauer started this past Thursday at a rate of $21.58 per hour. 

During open forum, Supervisor Dawn Rudolph mentioned the CEO of Central Iowa Community Services (CICS) mental health region was going to retire July 1, 2020 and applications are now being accepted. 

Also during open forum, County Attorney Thomas Laehn gave an update. He said the Iowa Attorney General’s Office is recommending all county supervisors to no longer allow for open forums during regular meetings. He said if the Board takes action during open forum, it could violate the open meetings law. However, Laehn thought they should keep an open forum, as long as no action will be taken. Finally, Laehn anticipated presenting a new vicious animal ordinance for the Board to consider by the end of the year.
