A petition to the Guthrie County District Court to enforce a reappraisal of the County Assessor’s property was filed by the Iowa Department of Revenue Thursday.
The Department previously requested new appraisals of County Assessor Nikki Carrick’s property located at 2262 250th Street in Guthrie Center after State Senator Jake Chapman informed Department of Revenue Director Kraig Paulsen of a constituent’s concern. Paulsen reviewed the concern and found the valuation of the parcel gave the appearance of a deviation when compared to similar parcels in the area. Paulsen’s order that was sent to the Guthrie County Conference Board requested that two independent appraisals be submitted by Wednesday.
According to a press release from the County Conference Board, Carrick asked the Board of Review in 2017 to determine the classification and value of her parcel. The release states Carrick did not take advantage of her position as Assessor and that she followed the appropriate steps. The revaluation was a result of the reclassification from Rural Residential to Agricultural. The Conference Board stated their review finds that each party acted responsibly and the result was a fair and equitable assessment.
Sources say in Paulsen’s petition to the district court, he received word from the Conference Board’s attorney that they would not be complying with the order for new appraisals Wednesday. The petition names the Board of Review and its five members: Roy Sargent, Laura Kemble, Steve Bireline, Margaret Tiernan, and Paula Volesky.
