The Dallas County Board of Supervisors convened Tuesday morning in regular session.

During open forum, County Treasurer Mitch Hambleton presented statistics from his department from the last fiscal year, pointing out that his office netted $872,922.35. He also mentioned that the motor vehicle and tax departments will be moving into their new offices at the courthouse this weekend, which will result in both offices being closed Monday and reopened in their new locations on Tuesday. Also in open forum, Planning and Development Senior Planner Samuel Larson mentioned there’s an opening on the Planning and Zoning Commission that needs to be filled, pointing out they had to cancel their most recent meeting because they didn’t have a quorum.

The first three action items involved the Human Resources Department, starting with payroll change notices, which included the approval of a special exception for a position in the Secondary Roads Department. The Board then approved an engagement letter with the Nyhart Company for Governmental Accounting Standards Board (GASB) actuarial services. The contract is for two years and costs $6,800, and covers post employment benefits, not including pensions. The final HR item was approval of the fixed annuity contract with Nationwide Mutual Insurance, which included an exchange and transfer limit of 20% annually.

At 9:30 a.m., the Board held a public hearing regarding a shared sanitary sewer easement for a resident wanting to hook into the sewer line that extends to Forest Park Museum. No one objected, so the Supervisors approved the easement. They then approved an operating transfer of $754,074.79 from the Public Health Fund to the General Basic Fund. Following that, the Board discussed the challenges faced by Homecare Services, but took no action on the topic. The meeting concluded with a closed session to discuss pending litigation.
