A Scranton man faces a felony charge for his third or subsequent OWI.
According to court documents, 39-year-old Richard Norton was charged for a Class D Felony for his third or subsequent offense for an OWI and a simple misdemeanor for interference with official acts. The charges stem from an alleged incident on December 16th.
An Iowa State Trooper noticed Norton’s vehicle had driven over the solid white outside line and back into the yellow divider line of Highway 30 as he was headed west. The trooper then observed Norton’s vehicle sped up from 51 to 68-miles-per-hour in a 55-miles-per-hour zone. When the trooper pulled Norton’s vehicle over, the trooper noticed Norton had slurred speech, bloodshot and watery eyes and a strong smell of alcohol.
Norton became belligerent with the trooper and refused to take a preliminary breath test and field sobriety test. He was arrested and taken to the law enforcement center. While being booked into the Greene County Jail, Norton allegedly broke a ceiling tile and scratched the walls of the holding room. He was later released under his own recognizance.
