Perry City Council 8-21

The Perry City Council convened Monday evening in regular session.

City Administrator Sven Peterson got the meeting going with his report, which included: the “Let’s Connect” bullriding fundraiser he’s a part of; introducing the newest Perry Police Officer, Caleb Wallace; the contaminated soil cleanup involved with the sally port project; and the next Habitat for Humanity “Rock the Block” event in Perry on September 20-23. He also brought up the soccer complex. It was mentioned the new contractor, J&M Landscape, which was hired by current contractors Spring Lake Construction, will take over the project starting in late August or early September.

Regular items on the agenda included four public hearings held in succession. They included: the approval of an amendment to the franchise agreement with Alliant Energy to remove their administrative fee; 2017 sanitary sewer improvements; the sale of real property to Tiger Trust, LLC to be used for a wireless communications tower; and a general obligation loan agreement to purchase two plow trucks. No one from the public spoke during the hearings.

At the conclusion of the public hearings, the Council approved the sale of the real property, as well as entering the loan agreement. They then authorized the sale of an existing plow truck to the City of Bayard for $15,000, $1,000 more than its trade value. Other resolutions approved included: setting Trick or Treat Night as Monday, October 30th from 6-8 p.m.; establishing the Chamber of Commerce’s new offices in the Town Craft Building; and the establishment of an Aquatics/Wellness Coordinator position for parks and recreation.

They also discussed an alteration to the personnel policies for City employees. The resolution called for the removal of the requirement for City employees to live within the City limits, in order to attract more quality applicants for City positions. Council member Chuck Schott dissented, but the rest of the Council voted to approve the change. Finally, the Council held the second and third readings establishing the stop sign ordinance for the intersections of North Street and 16th and 18th streets. The meeting ended with the first reading of an ordinance removing the administrative fee from the franchise agreement with Alliant Energy.
