dallas countyThe Dallas County Board of Supervisors met in regular session Tuesday.

At the meeting, payroll change notices were approved for the public health nursing, conservation and emergency medical services departments.  A case management actual cost report for fiscal year 2015 was then approved as presented.  The Board then approved a dissemination agent agreement with Piper Jaffray for secondary market disclosure.

Next the Supervisors approved the redemption of outstanding general obligation capital loan notes issued in August of 2000 and March and April of 2002.  A resolution directing the sale of $7,230,000 in general obligation capital loan notes was then approved,  followed by approval of an operating transfer and fiscal year 2016 appropriations.

A public hearing in regards to a MidAmerican Energy overhead electric bike trail easement was then held.  Conservation Director Mike Wallace says the company wants to put an electric line over the bike trail near Minburn.  County Attorney Wayne Reisetter says he and Wallace talked and there is language missing that they want included.  They will be speaking with MidAmerican and the public hearing will be continued at next Tuesday’s meeting.

The Board then further discussed the Adams Township fence installation order.  As we’ve previously reported, Ralph Stanley Jr. was ordered to erect a fence on his property after several complaints were filed about his cattle trespassing on adjoining properties.  Currently around 90 percent of the property is enclosed but the remaining 10 percent is on rough terrain and Finstead Incorporated is having a difficult time finding a company who is willing to complete the project.  Several adjoining land owners expressed their frustration with the situation and the fact that this issue has persisted for around a year.  Some stated that they put up a tight fence on their property because that’s what they felt needed to be done, while a lawful fence is all that is required.  Finestead will be going with one of the Adams Township Trustees to look at the perimeter of the property to inspect the fence that is or is not in place.

The Board then reviewed cleaning bids for the human services campus.  Facilities Director Eric Rose says the County received five bids for the project.  The Board will be comparing the cost of hiring a company to do the cleaning and hiring individuals themselves and doing the work internally.  No formal action was taken at the meeting.

It was then reported that nine bids were received for the $7.2 million bond for communications equipment upgrades. The low bid from Wells Fargo Bank was approved at 1.567 percent interest.

A concrete parking lot contract with Caliber Concrete was then approved for the human services campus and the Board further discussed furniture needs with representatives with the Department of Human Services.
