State Auditor Mary Mosiman has released a report on a special investigation into the City of Casey. The investigation took place as result of a citizen concern over transactions processed by former City Clerk Dorothy Dillinger and a fire which destroyed Casey’s City Hall on August 21st, 2014. Many of the City’s financial records were destroyed in that fire. City officials used information from the City’s bank, accounting software and vendor information to recreate some of the financial information lost in the fire.
As a result of the investigation into the finances, Mosiman identified $298,230.49 in improper and unsupported disbursements. Among the largest findings, the investigation identifies that Dillinger and another unidentified employee charged over $54,000 of improper credit card purchases; made nearly $30,000 in unauthorized payments for payroll, vacation payouts, reimbursements and mileage and handled nearly $182,000 of undeposited utility billings from July, 2008 through August, 2014.
Due to records lost in the fire, Mosiman says it’s not possible to determine what happened to the utility bill collections. The undeposited utility billings also includes nearly $7,000 of unbilled utility services provided to Dillinger and the unidentified employee from July 1, 2008 through November 10, 2014. Mosiman identified meeting minutes from 1993 which states Casey city employees aren’t required to pay utility bills, but that does not comply with Iowa Code.
There has been no information released yet on any charges filed in relation to the fire or misappropriation of funds. Raccoon Valley Radio will bring you more information as it becomes official.
