The Dallas County Board of Supervisors met in regular session Tuesday.
At the meeting, payroll change notices were approved for the Sheriff’s office, roads department and operations department.
County Recorder Chad Airhart then presented his out of state travel request and per diem increase request to attend the Property Records Industry Association conference in Louisville, Kentucky August 24-27th. The increase in per diem is for $61 per day, though Airhart says many meals during the conference are provided and he doesn’t anticipate needing the full amount every day he is gone. The trip is budgeted as an educational line item. The requests were approved as requested.
A resolution in regards to the abatement of mobile home taxes was then discussed. Treasurer Mitch Hambleton says this is for a trailer park in De Soto that brings them up to date in that town, with the abatement addressing four different properties. The abated homes will be moved by the mobile home park owners or destroyed as they are considered uninhabitable. The abatement was approved.
A wetland credit reservation request from Redwood Acquisitions LLC was then approved. Conservation Diretor Mike Wallace says this leaves the County’s wetland credit balance at 15.08.
A stop sign placement resolution was then approved for the intersection of 125th Street and U Avenue in Woodward.
Next the Board approved a bridge weight limit posting of two tons maximum at 18442 270th Street. Engineer Jim George says this is for a bridge leading to a private residence that is not safe right now, so the posting is to help protect the County.
An Iowa Department of Transportation funding agreement for the 130th Street bridge at Beaver Creek was then approved. This is a bridge between Bouton and Woodward that George says is on the five year plan and will go out for bid in January.
The Supervisors then continued discussion about a fence installation order in Adams Township. The County will be working with Finestead Incorporated as a contractor for the project. They will examine the location, make utility line calls and determine the best plan of action to resolve the cattle trespassing issue that sparked this conversation. An area property owner expressed concern over a 1,200 foot opening that will be left without a fence because the property line is on a river. County Attorney Wayne Reisetter says there’s no Iowa law that says the property owner needs to have a fence where there is a body of water. Concerns were also raised in terms of access points and how they contractor will get to the project area. The Board approved the employment of Finestead for the project, at a discounted rate of $40 per hour.
Next the Supervisors discussed an engineering services agreement for the geothermal system at the jail. Facilities Director Eric Rose says the system is not currently being fully utilized and the agreement is to study to system and determine what needs to be tweaked to make it work. The cost is not to exceed $4,000.
The 19th change order for the human services campus renovation project was then approved for an additional $3,017 to add more piping on the south wing of the building.
Finally, the Board went into a closed session to discuss the purchase of particular real estate.
