Clel BaudlerLate last week, Governor Branstad vetoed nearly $56 million in one-time education funding and a bipartisan deal to keep open mental health institutes in Mount Pleasant and Clarinda. State Representative Clel Baudler says he wasn’t really surprised by either veto and especially not on the mental health institutes. “In reference to the mental health institutes, I think the governor had that in mind all the time, regardless of what happened. That’s the way I read it all session. The ‘Heater’, Representative Dave Heaton, did the best he could to get that done in a bipartisan way, but it never had a chance in the Governor’s office.”
