IMG_20140902_181353The Perry City Council met in regular session last night.

During the City Administrator’s report, Butch Niebuhr mentioned that the on-call streets department person had to close a few streets late Sunday as parts of the area flooded from the thunderstorm.  He says the city’s sewer plant was also working hard but there weren’t many complaints received about people having water in their basements.  He also said the City also ranked well for the Resource Enhancement and Protection application for the proposed soccer complex and administrative assistant Sven Peterson will represent the City as invited this Thursday to answer the committee’s questions.  The grant award winners won’t be announced until next month.

At the meeting the Council approved several old business items for various projects happening in the City, including change orders for the 28th Street construction project, the Iowa Energy Bank lighting project and the 2014 Hot Mix Asphalt (HMA) resurfacing project.  Pay requests were also approved for the 28th Street construction project, the Iowa Energy Bank lighting project, the 2014 HMA resurfacing project, the Heating Venting and Air Conditioning (HVAC)  improvements at 908 Willis Avenue, the 2014 conventional hangar project, 2014 runway patching, emergency runway patching and the 18th Street construction project.  Final acceptance resolutions for the 28th Street construction project, the Iowa Energy Bank Lighting Project, 2014 HMA resurfacing project, 2014 conventional hangar project, 2014 runway patching and emergency runway patching were also approved.

The total end cost of the 28th Street Construction project was $472,273.  The Iowa Energy Bank lighting project’s total cost amounted to $231,388.  The final cost of the HMA resurfacing project was $309,754.  The 2014 conventional hangar project’s total cost was $299,026.  The runway patching came to $15,960 and the emergency runway patching cost os $3,320.

The Council then authorized submittal of an Environmental Protection Act Brownfield are planning grant application.  If awarded, the grant funds will be used to conduct technical, infrastructure, economic and market research along with reuse planning for the former Chicago Milwaukee and St. Paul Railroad area.  Niebuhr says this is a nationally competitive grant and he believes Perry will be more successful this year than in the past with similar applications.

A resolution supporting the Raccoon River Valley Trail’s public art initiative – Iowa Great Place.  If selected for the designation, this will allow cities along the trail to utilize grant funds to promote the trail with a unified “In the Shadow of the Rails” art theme.  This is expected to help trail users better navigate along the trail and recognize various elements that tie the communities together.

Finally, the Council approved the appointment of Erin Butler to the Planning and Zoning Commission.  She will fill the remainder of Anne Marie Spellman McDevitt’s term until August 1st of 2015 as Spellman McDevitt resigned at the end of July.
