8:51am: As a result of a traffic stop in the 500 block of East Lincoln Way, Gregory Hacker of Carroll was issued a citation for Excessive Speed.

8:55am: Don Orris reported damage to the Doreen Wilbur statue at the intersection of Vine Street and West Lincoln Way. An officer began reviewing surveillance video and found 3 Caucasian men approximately 40 years of age taking turns hanging off the statue and taking pictures while on it. This occurred during the early morning hours of July 24th  during the RAGBRAI overnight stay in Jefferson. An officer is investigating the incident.

10:58am: Officers arrested Jody Schad and Jennifer Ashby at 102 East Central Street Lot 66 on outstanding Greene County Arrest Warrants in their name.

12:12pm: An officer responded to a two vehicle accident in the 1100 block of North Elm Street. Janet Padgett of Harcourt, Iowa was driving her 2007 Mercury Mariner on the inside southbound lane and attempted to switch lanes and struck a 2014 Ford F-150 next to her in the outside lane that was driven by Jane Finch of Jefferson. The Mercury sustained $500 in damages and the Ford sustained $2,000 in damages. Janet was issued a citation for Failure to Provide Security Against Liability (Accident Related) and Unsafe Passing.

4:35pm: An officer assisted Greene County EMS with a medical call in the 700 block of Wild Rose Lane.

10:07pm: An officer responded to a one car accident at 777 Wild Rose Lane (Wild Rose Casino). Shelia Toms of Lytton, Iowa, attempted to drive her 2005 GMC Yukon around a light pole in the parking lot of the casino. Shelia struck her front driver’s side bumper on the post, causing $1,000 in damages. The pole sustained $100 in damages. No citation was issued as it occurred on private property.

10:45pm: Alexander Ratliff was issued a parking violation for 48 Hour Parking in the 300 block of West South Street.

10:55pm: Donald Wills of Jefferson was issued a Parking Violation for 48 Hour Parking in the 500 block of South Oak Street.

Saturday, August 11th

5:42am: Sparky’s One Stop reported receiving two counterfeit $20 bills.

10:00am: An officer responded to 304 South Elm Street for a report of barking dogs.

4:24pm: An officer responded to South Elm Street and Greenewood Road for a cat that was struck by a car.

11:15pm: An officer located an open door at the Jefferson Golf Course at 501 West Greenewood Road.

Sunday, August 12th

12:51am: An officer checked the Parish Center at 501 North Locust Street after it was reported the building was possibly not secured.

1:40am: Officers responded to 402 Sundown Court to remove a bat from the residence.

12:38pm: As a result of a traffic stop in the 200 block of West Head Street, Brandi Wirtjers of Sac City as issued a citation for Operating without Registration.

4:40pm: As a result of a traffic stop in the 100 block of South Cedar Street, Donald Ott of Jefferson was issued a citation for Operating without Registration.

7:56pm: An officer assisted Greene County EMS with a medical all in the 700 block of Wild Rose lane.

8:59pm: As a result of a traffic stop in the 400 block of West Russell Street, Paige McCarty of Perry was issued a citation for Operation Without Registration.

********* On August 8 th, 2018, A Jefferson man spoke with an officer about a Burglary that occurred at his residence at 500 block of South Wilson Avenue. The victim reported that the entry door to the residence was broken in and he had (2) handguns stolen from his residence, along with an ankle holster and belt worn holster. A white security safe was taken from the residence as well. The victim believed the Burglary occurred around 1430 hours that day. The victim believed the suspect was Haley Lynn Brown of Jefferson. The victim advised he received a text message from her asking if he was at home. The victim was at his place of business at the time. He had also received information from a friend that Hayley’s GPS location on an Apple application called “Find a Friend” showed Hayley at his residence at the time of the Burglary. When the victim arrived home, he spoke with Hayley and another male in the parking lot of the Wild Rose Casino at roughly 1630 hours. The victim requested to have his items returned, but Hayley denied having them. The victim requested consent to search Hayley’s vehicle, which she allowed. During the search, the victim located his ankle holster in Hayley’s vehicle, but Hayley began to assault the victim and she left the scene. Later that evening, as a result of a traffic stop at 2134 hours, Hayley was arrested out of this same vehicle by a Jefferson Police Officer for Operating a Motor Vehicle While Intoxicated. She was transported to the Greene County Law Enforcement Center. Hayley’s vehicle was transported to the Jefferson Impound Lot where an officer began to inventory the vehicle. During the inventory, a metal smoking device containing residue was located in the vehicle. A Search Warrant was obtained the following day (08.07.2018) to search the vehicle. During the Search, the aforementioned ankle holster was located in the vehicle, along with the smoking device and prescription medication not in Hayley’s name. While executing the Search Warrant on the Vehicle at the Jefferson Impound Lot, Haley showed up at the impound lot after she was released from the Greene County Jail and became disorderly with the officers on scene. She was subsequently arrested and taken back to the Greene County Law Enforcement Center and charged with Disorderly Conduct. Officers completed Search Warrants for cell phone and cell phone application records to help further their investigation along with completing interviews and a search of her hotel room, where more of the stolen items were located. Later that evening, officers found and recovered the stolen firearms from an outbuilding located at 1004 West Wall Street where they were hidden.

As a result, several Arrest Warrants were issued for Hayley Lynn Brown (25) of Jefferson for the following:

– Criminal Mischief – 4 th Degree – Serious Misdemeanor

– Burglary 3 rd Degree – D Felony

– Felon in Possession of a Firearm – D Felony

– Theft – 2 nd Degree – D Felony

– Unlawful Possession of Prescription Drug – Serious Misdemeanor

– Possession of a Controlled Substance – Marijuana – Serious Misdemeanor

– Possession of Drug Paraphernalia – Simple Misdemeanor

Hayley was on Parole at the time these events took place. As a result, Hayley is also being held on a Parole Violation. She is currently being held in the Boone County Jail.
